Center for Environment - Palestine established in Ramallah as Local NGO
Center for Environment Palestine (CEP) officially received its registration certificate from the Palestinian Ministry of Interior today. The organization is now authorized to operate by the Palestinian law for charities and local entities, with the registration number RA-22695-EN.
CEP received its registration certificate with a letter from the Minister of Interior. The main office is located in the Ramallah & Al-Bireh governorate. CEP will focus on environmental projects that improve living conditions in the West Bank and Gaza, as well as advance the development of environmental education in Palestinian society.
Center for Environmental Diplomacy, the US-headquartered NGO with offices in Ramallah, will lend its expertise and project experience to the board and staff of CEP as the two organizations plan to cooperate closely.

CED CEO named Paul Harris Fellow by Rotary International President
CED's Chief Executive, Jeffrey Behr, was given the honor of being named a Paul Harris Fellow for his work in support of establishing a Rotary club in Ramallah. Rotary International President John Kenny and Rotary International Director Phil Silvers presented the award in appreciation of Behr's tangible and significant assistance to extending Rotary to the Palestinian territories.
Behr noted he was motivated by the support he received from Rotary when studying abroad for his MS Engineering degree, and his hopes that Palestinian youth will also receive the same bridge-building benefits.

CED Receives Award for "Pollution Knows No Borders"
Among some 2,543 participants worldwide, CED was recently chosen as a finalist in the Environmental category for most recognizable tagline, or motto that describes the essence of the organization's work.
CED has used the slogan "Pollution Knows No Borders" since before it's inception, while working as a grass-roots organization to clean up the West Bank.
The award was presented to CED by Getting Attention.org, a marketing firm that helps nonprofits succeed. Data collection for the survey began on November 30, 2007 and ended on January 31, 2008.

CED PfP Program Seen as Path to Peace in the Middle East
Solving water problems is of common interest to Israelis, Jordanians and Palestinians. CED actively promotes sustainable dialogue and cooperation between Palestinian and Israelis concerning issues of environmental protection, management and planning. CED's Partnership for Peace Program was recently cited as a hopeful sign for cooperation over water resources and as a pathway for peacebuilding.
In a new case study prepared by Adelphi Research within the EC-funded Initiative for Peacebuilding (IfP) CED was acknowledged for deepening the understanding of how peacebuilding effects of such environmental cooperation can best be harnessed, supported and sustained.
The case study also analyses two existing initiatives promoting water cooperation between Jordanians, Israelis and Palestinian: the Good Water Neighbors project, and the Regional Water Data Banks project that promotes data management collaboration between water agencies.
One of the main recommendations in the report is that water cooperation actions to promote peace need to clarify how they aim to contribute to peacebuilding. The CED Partnership for Peace Program demonstrates how environmental cooperation is a tool for peace and reconciliation.

New UNEP Report: From Conflict to Peacebuilding
"Integrating environmental management and natural resources into peacebuilding is no longer an option - it is a security imperative." This is the main argument of the new report of the United Nations Environment Programme (UNEP) "From Conflict to Peacebuilding - The Role of Natural Resources and the Environment." The report was launched at UNEP's Governing Council in Nairobi on February 20, 2009.
Through 14 case studies including one on Gaza and the West Bank, the report outlines different roles environmental affairs and natural resources could assume in conflicts, and it reveals how the environment is impacted by armed conflict. An emphasis is also given to the importance of environmental cooperation and resources for peacebuilding and reconstruction.

CED Hosts Graduation Ceremony in Ramallah
Center for Environmental Diplomacy (CED), in cooperation with Town’s Association for Environmental Quality (TAEQ), held its first diploma awarding ceremony marking the completion of training in “Environmental Planning as a tool to promoting Sustainable Development”. This training program is financed by the European Commission, and is being implemented jointly by CED and TAEQ.

CED-Palestine Manager attends EIA Training Program in Amman
CED-Palestine's Manager in Ramallah, Wijdan Al-Sharif, recently attended an advanced training program in Public Awareness and Environmental Impace Assessment at the Jordan Environment Society (JES) in Amman, Jordan. JES was established in 1988 and is the largest environmental NGO in Jordan.
An outcome of the meetings with Ms. Sharif and JES CEO, Eng. Ahmed Kofahi is that JES and CED plan to establish similar environmental training programs in Ramallah for Palestinian beneficiaries, such as the Environmental Quality Authority and the National SWM Strategy Steering Committee.

CED and UN FAO Join AIDA to Fight Water and Food Scarcity
The UN Food and Agriculture Organization (FAO) presented to CED and the Association of International Development Agencies (AIDA) today regarding their process of the Common Appeals Process (CAP). The CAP supports NGOs such as CED with analysis, action plans and access to donor coordination.

UN Fact Sheet Indicates Palestinian Employment and Economy Decline
The UN Office for the Coordination of HUmanitarian Affairs (OCHA) has released its latest Fact Sheet in April, stating that since the beginning of the second Intifada in late 2000, unemployment has fluctuated in all governorates, however, it has remained higher than before the Intifada.
The OCHA report also indicatets that the most significant trend since the beginning of the second intifada has been the decrease in employment in the construction sector and the increase in employment in the service sector, particularly in the governmental sector. In addition, there has been a slight drop in employment in manufacturing and an increase in employment in the agricultural and commerce sectors.
Food insecurity remains a threat to many. In 2006, an estimated 34%, or about 1,300,000, of the Palestinian population, was reported to be food insecure. An additional 12% were estimated to be vulnerable to becoming food insecure. The only real, albeit minor, increase in nominal wages since the beginning of the second intifada, was actually offset by price increases that taken place since the beginning of the Intifada and surged in 2007. For this reason, real daily wages have decreased.

CED Partnership for Peace Program (PPP) Advances Enviromental Restoration
Center for Environmental Diplomacy (CED-Palestine) and Towns Association for Environmental Quality (Sakhnin, Israel) have advanced cooperation at the local level in several Palestinian communities in the West Bank. Using technical and management oriented workshops, expert professionals in Solid Waste Management and Wastewater Treatment have stated planning projects to benefit their communities with improved environmental services. The PPP working groups also include Organic Agriculture and Permaculture, as well as Youth Environmental Stewardship.
The PPP is financed by a European Commission grant that continues until December 2009. Participants however are developing project plans for which CED will collaborate on funding and implementation. The program's success is evidenced by the practical knowledge exchange and the cooperation by Israelis and Palestinians to improve the environment in their communities. Palestinian engineers, city planners and managers that are experts in wastewater engineering, solid waste management make up the bulk of the participants.

CED's Environmental Security Initiatives Awarded Recognition
During the past several years CED has supported and implemented several initiatives and projects that advance Environmental Security through improving natural resource management. Among these are five programs for which CED received recognition on March 20, 2008 from the Foundation for International Research and Education in the US:
(1) Advisor and NGO partner with the Palestinian Dept. of Joint Councils, Ministry of Local Government, which oversees Environmental Services, Planning and Development.
(2) Coordinator of Public Awareness Conferences with the Japan International Cooperation Agency, to advance Environmental Services for water security in the West Bank.
(3) Implementer of the EU financed Partnership for Peace Program (PPP), a joint Israeli-Palestinian program for environmental services, security and resource protection.
(4) Founder of the Tri-lateral Environmental Peace Plan (TEPP) which brought experts and government representatives, including the United Nations Centre for Regional Development (UNCRD) and Japanese NGO leaders together to advance Environmental Diplomacy and Security for Israelis, Palestinians and Jordanians.
(5) CED is a member of the IES group to promote effective linkages between environment, security and sustainable development policies. IES is currently progressing this by Monitoring and Reporting on relevant governmental and international sustainable development strategies; Collecting and sharing information on relevant research and NGO activities; Promoting networking partnerships and campaigning for Environmental Security; and Facilitating informed dialogue between experts and policy officials.
CED's CEO Jeffrey Behr served as research coordinator and co-author. The Japan Profile was presented to the EU Parliament and the German Parliament for advising their policy initiatives in Environmental Security. CED was chosen to conduct the next phase publication on Fragile States (including Palestine and Israel), when funding is available.

CED 1st Partnership for Peace Program (PPP) Workshop a Success
Center for Environmental Diplomacy (CED) successfully completed its 1st Workshop on Waste Water Treatment at The Towns Association for Environmental Quality in Sakhnin, Israel. Observers and participants stated the success was due not only to the practical knowledge exchanged, but also to the cooperation shared by Israelis and Palestinians. During the workshop, Palestinian engineers, city planners and managers worked with Israeli experts in wastewater engineering companies, universities and municipal facilities to ascertain best methods and practices for their own communities' needs.
The Partnership for Peace Program follows earlier work that CED implemented in it's Tri-lateral Environmental Peace Program (TEPP) Conference held in Aqaba, Jordan (read about TEPP). Palestinian participants from Ramallah, Jericho, Bethlehem and Hebron among other districts returned home having formulated their own practical plans to implement in their own communities. During the remainder of 2007 and through out 2008 and 2009, the PPP Workshop participants will complete wastewater treatment projects to benefit their communities. CED will assist with implementation and financing.

CED and TAEQ Launch Partnership for Peace Program (PPP)
The Towns Association for Environmental Quality, Sakhnin, Israel and Center for Environmental Diplomacy, Ramallah, West Bank, Palestine today officially launched their Partnership for Peace Program (PPP) by signing a Memorandum of Understanding that outlines their three year program.
The PPP closely follows the work began by CED in its Tri-lateral Environmental Peace Program (TEPP), that since 2002 has included experts from Jordan, Japan, US, EU in addition to Israelis and Palestinians. Now with CED-Palestine and TAEQ of Israel taking the lead in implementing the PPP, the program will focus on appropriate solutions developed in the region to resolve local environmental issues.
The three-year program will create five working groups of experts in wastewater treatment, solid waste management, hazardous and medical wastes, organic agriculture and youth empowerment for environmental stewarship. Each group will consist of Palestinian and Israeli experts and participants, who will jointly plan, build and ultimately operate their hardware and software solutions.

Adam Institute and CED Create Bridges
The Adam Institute for Democracy and Peace, a leading organization that promotes education for democracy, peace, civic education and conflict resolution, has begun working with CED to create bridges between Palestinians and Israelis. The Adam Institute and CED will focus on environmental cooperation, awareness building and empowering youth leaders. Their cooperation is expected to develop a cleaner, healthier environment, which is in line with work that CED has advanced through its Tri-lateral Environmental Peace Program (TEPP).
Adam Institute plans to use its resources and expertise in conflict resolution to work with CED on resolving environmental issues shared by Israelis and Palestinians. CED and Adam Institute are partnering to seek support to advance the TEPP concept, which the EU also recently expressed interest in funding (see below article).

EuropeAid to Fund CED's Tri-lateral Environmental Peace Program (TEPP)
Today CED's Israeli partner, Towns Association for Environmental Quality (TAEQ) received a letter from the European Commission that the CED-TAEQ proposal to bring Israelis, Palestinians and Jordanians together to solve environmental problems had been selected for funding. CED and TAEQ were notfied by Malin Elander, Deputy Chairman of the Evaluation Committee that a grant contract would be prepared.
CED has promoted the Tri-lateral Environmental Peace Program (TEPP) as a viable solution to the region's shared environmental problems. TAEQ and CED have worked together on TEPP since January this year. Now the EU Partnership for Peace Program (PPP) grant will begin to support CED and TAEQ in joint training and planning to resolve the region's environmental problems.
Specifically, Palestinian, Israeli and Jordanian experts from local government, industry and academia will work together to create appropriate solutions to regional environmental problems in five sectors: wastewater, solid waste, medical / hazardous waste, organic agriculture / eco-tourism, and environmental education.CED will coordinate and implement the 3 year program with activities in Palestinian, Israeli and Jordanian communities.

CED Broadens Youth Empowerment Program to Bethlehem
CED recently completed a youth empowerment project entitled, "Creating Environmental Stewardship in Palestinian Society" for Palestinian youth with funding from the US Consulate in Jerusalem. During the Eco-Camp students were exposed to a variety of issues such as solid waste in all its forms, environmental pollution in Palestinian communities and ways that behavioral changes by students could help protect nature and the environment. The program included various activities that focus on behavioral change toward participating in a cleaner community and sustainable environment.
The project had several important outcomes for the community:
- Awareness and better behavior were created and reinforced among participants to support a cleaner living environment.
- Resource conservation and public health were linked in the Bethlehem district.
- A local community network of concerned students was created through the implementation of this Eco-Camp and Stewardship Program.
- Youth Volunteers at schools, clubs and other related groups were developed to assess the need for further clean up and service learning programs in other neighborhoods and villages.
- An educational component on the principles of Reduction, Reuse, Recycle, and Recovery (the 4R's), was implemented to ensure long-term sustainability.
- A sense of voluntarism among the local youth in the district was cultivated.
- An environmental ethic was fostered among the youth and the community.

CED Receives Environmental Certification and Qualification
Today CED was given unprecedented certification by the Palestinian Ministry of Local Government's Department of Joint Councils (DJC) to represent it in the implementation of environmental projects. DJC General Director Kamel Hemeid presented CED with this qualification in a Letter of Resolution.
The Resolution points out that the Joint Councils represent all local government units, including Palestinian municipalities, village councils and project committees. Further, the Resolution designates CED as capable of assigning appropriate projects, and that CED is officially qualified to represent the DJC in any environmental project needs.
CED and its partner, The Towns Association for Enviornmental Quality (TAEQ) of Sakhnin, Israel, are presenting the Resolution to the EU, Japan and US aid organizations to procure funding for environmental and capacity development projects. Currently CED and TAEQ are pending receipt of an EU Partnership for Peace Programme grant, and an EU MED-PACT grant, but further sustainable funding is needed to provide suffient environmental security to the region.

CED Selected to Train Palestinian Joint Council Leaders
The Ministry of Local Government (MoLG) Department of Joint Councils (DJC) selected CED to advise and coordinate training workshops to prepare for building Environmental Service Districts (ESDs) in each West Bank and Gaza governorate.
CED is working with the DJC to improve coordination between the local village Joint Councils by providing leadership training and executive management workshops in environmental fields needed to operate ESDs.
The DJC recently selected CED as its preferred partner to implement a series of workshops on how to set up and operate Environmental Districts. The program's initial goals are to develop executive leaders and technical management for solid waste facilities at each Environmental District.
CED and its Israeli partner the Towns Association for Environmental Quality (TAEQ), which operates a world-class facility in Sakhnin, Israel, will collaborate with the DJC to establish similar facilities throughout the West Bank and Gaza.

Palestinian - Israeli Environmental Exchange Program
Today CED and the Towns Association for Environmental Quality (TAEQ) completed an environmental training and exchange course in Israel for Palestinian municipal leaders. The program provided an opportunity for Palestinian participants, public officials and administrators to learn about complementary relationships and environmental services at the TAEQ in Israel. Participants learned about financial flows and management, and how to apply the knowledge gained at TAEQ to their own communities. The Palestinian participants also learned about relevant environmental management practices from their neighbor in Israel which has similar environmental conditions and resource limitations.
Palestinians have an urgent need to improve their environment and to reduce the impact of waste on their environment, by ensuring that waste is treated in an environmentally sound manner. One approach being considered is to replicate the TAEQ model in the West Bank under the management of the Joint Councils in their respective districts.
CED and TAEQ have accumulated significant practical experience and knowledge in environmental management, education, legislation and regulatory enforcement, which was shared during the workshop. The principles of reduce-reuse-recycle and solid waste and wastewater management, including industrial waste management were also covered. The subjects of sustainable development and environmental conflict resolution were also discussed openly among the Israelis and Palestinians at the workshop conference.
A larger objective of this program was to foster trans-boundary education and exchange among professionals in similar fields. The impact of this project on advancing environmental quality management is expected to have a sustained, long lasting, influence on Palestinian society, especially if longer-term funding were available.

CED Environmental Youth Empowerment Program
CED completed a Youth Empowerment Program on the Environment with students from five schools in the Jericho Valley District (Al Ghor Rift Valley) today. Youth from Jericho High School for Girls, Fatimah Al-Zahra' School, Hisham Bin Abed Al-Malek School, Al-Bohteri High School and Izbaidat School for Boys joined a 4-day environmental leadership camp, then over 120 students voluntarily participated in a cleaning campaign around Jericho.
The youth learned about biodiversity, conservation and the principles of Reduction, Reuse, Recycle, and Recovery (4R's). Interactive exercises to illustrate the issues and environmental problems in their community and discussions on potential solutions were used to encourage positive behavioral change and enhance learning.
Wildlife monitoring and techniques of bird banding were also part of this Eco-camp experience conducted by the Palestine Wildlife Society during the Youth Program.
Other public areas were identified during the project which require environmental clean-up. Donors and other NGOs have been apprised of the need for more such projects that build an environmental ethic and provide complementary education for youth to contribute to civil society.
CED has been in discussions with donors to conduct the eight additional Youth Programs needed by schools this year in the Jericho Valley, and is seeking funds to bring the program to all project areas identified in the District.

Center for Environmental Diplomacy (CED) completed two proposals as part of its key initiative, Promoting Environmental Services for Palestinian Joint Councils (PES-PJC). The proposals are for projects which support the Palestinian Ministry of Local Government's Department of Joint Councils for Services, Planning and Development (DJCspd).
The DJCspd and CED are cooperating on developing more effective administration of environmental services and increasing community awareness of environmental problems and solutions. The two projects currently under development are: Capacity Building for Environmental and Solid Waste Management Services, and Youth Development & Environmental Clean Up.

The Global Environment Facility (GEF) announced today that the Center for Environmental Diplomacy (CED) had successfully completed the process for NGO accreditation, opening the way for CED to attend consultations held prior to each GEF Council meeting and the GEF Assembly.
The GEF website contains up-to-date and comprehensive information on GEF actvities, including documentation for the GEF Council meetings.

The Ministry of Local Government (MoLG), Palestine, issued a Cooperation and Partnership Agreement to the Center for Environmental Diplomacy (CED), signifying the PNA Government's official support of CED. Minister Dr. Khaled Fahed Al-Qawasmi signed the Agreement with CED Palestine Director Musa Awad.
Minister Qawasmi met with Mr. Awad and CED Executive Director Jeff Behr in June to approve the agreement, which authorizes CED to work with the Department of Joint Councils (DJC) headed up by Kamal Hemeid in Bethlehem. The DJC has worked closely with CED to develop the joint program called Promoting Environmental Services for Palestinian Joint Councils (PES-PJC).
CED is coordinating execution the PES-PJC program's capacity building aspects with the MoLG and will implement its supporting projects with expert partners, such as Palestine Wildlife Society, among others.

Palestine Wildlife Society (PWS) and CED announced today their partnership to advance projects that support environmental service districts. PWS and CED signed an MOU stating their common vision of fostering public stewardship of the environment. The PWS-CED compact will provide environmental education programs to increase community involvement in waste management issues and natural resource conservation to improve public health conditions.

Kishon River Clean-up Program: CED fosters environmental cooperation between Israel and Palestine. The Program aims to restore the natural beauty and health of an ancient inheritance.
Present Danger Threatens Cultural Heritage
The Kishon River begins in the mountains of Samaria near Jenin then flows through beautiful green valleys until it reaches the sea at Haifa. The vision is to make the entire corridor a regional treasure of nature, history and beauty.
The most pressing problem is to clean up the dangerous industrial pollution in the Haifa area. But, it is also important to stop the pollution and raw sewage that flows into upper parts of the river in Palestine.
The Kishon River offers an unprecedented opportunity for environmental cooperation. The CED Kishon Program plans to host conversations between the mayors of Haifa and Jenin, which each have extended their hand and offered to work together to clean up and beautify this extraordinary area.

CED submitted a revised proposal to the Palestinian National Authority's Ministry of Local Goverment (MoLG) today. The proposal, "Promoting Environmental Services for Palestinian Joint Councils (PES-PJC)" incorporates recommendations provided by the MoLG and other Palestinian Ministries in connection with the Preliminary Project Approval issued to CED by the MoLG on 5 April 2005.
The proposal for PES-PJC contains an institutional structure for environmental services districts all across the West Bank and a framework for establishing a pilot project - the Jericho Environmental District.

First TEPP Conference Deemed Success
During September 4 ~ 7, 2003, CED brought an international group of environmental specialists to Aqaba, Jordan to introduce its Tri-lateral Environmental Peace Plan (TEPP).
The TEPP Conference was co-hosted with its Japanese NGO partner, Asia-pacific Coalition for Environment (ACE), and the United Nations Centre for Regional Development (UNCRD).

CED's NGO alliance convenes a Trilateral Environmental Peace Plan conference and training workshop with the UNCRD in Aqaba, Jordan with Israeli, Palestinian and Jordanian government and environmental professionals.
Among the NGOs present are ACE from Japan, WECUP from Israel, WEDO from Palestine. A Joint Communique was issued describing the NGO's agreement on cooperation and collaboration to protect the environment.
